What about running a cat3 or 5 cable on the ground as a temp test to see if
the problem goes away.  If it works, pull that cable thru the conduit.

Hello, thanks for the input. the transformer is actually very close to the
RE1, 15 feet or so.  Everyones help is greatly appreciated. I think we are
going to scrutinize the non-twisted wire installed by the gate contractor,
the majority of you feel that is the culprit and I agree. I
