IIRC, you must use a 6 line display for programming. There is also a "Walking COS" that allows one extension to temporarily use the COS of another. It was intended for someone like a supervisor with all privileges to stop by another employee's restricted phone and use his COS to make a call. It is enabled on a per call basis.
