I think I did it this way once: have the overflow ring to a single line 
phone(ie 216) that is permanently forwarded to voicemail. Create a box for 
that ext (216). In that mailbox, set the overflow extension back to 192.  If 
they choose 0 to go back to waiting, they will be put at the top of the 
queue though. Otherwise they can leave a message and you can put mw lamps 
for 216 on the phones who need it.

Or if you have it transfer to a group extension such as 193, or even a 
phantom ext, make sure you have created a mailbox for that extension 193. 
I'm not sure if that works ok or not, I can't remember.
