293 Conference and Alerting (fire bar) system.  I also remember we had a
different manufacturer, not Westel, 4 port unit at a PBX installation.
These units have amps to compensate for losses, etc. etc.

Today, a lot of that function is done via a PC.  You can search Google for
"meet me conference hardware" and find a ton of suggestions.  The keys to
your decision are price of the bridge and inward lines, number of ports
required, and frequency of use.  Cisco makes a Conference bridge as part of
its Call Manager series systems.  

Most of these companies have websites and toll free numbers, so look/try to
dial them up and see what they have to offer.  Maybe you can find someone
in your country to offer conferencing in a dial up basis :-)
