We have a 816-5 system and TVS50 VPS. There are no fax machines or computers hooked into any of the 4 lines we have coming in. Line 1 and 2 roll over to one another. When you call line 1, then hang up and call back you get a fax signal for about 3 seconds, then the line hangs up. If you do this by calling line 2,3 or 4 it doesn't happen at all, just when you call line 1. I know it isn't a rollover problem, I know it isn't a voicemail problem. I can hear the 816-5 clicking when the second call comes in. Ablecomm wasn't able to figure out the problem, but honestly I don't even know if they tried, but that is another story.
