In the US, you first have to take a qualification test at home, and
submit it to Panasonic.

It's an open-book test, and it includes some absolutely ridiculous
questions. For example, you have list the frequencies generated by the
buttons on a touchtone pad, which has nothing to do with installing or
programming a Panasonic digital phone system. There are also questions
about Panasonic analog systems, because Panasonic assumes that anyone
who wants to be certified for digital systems, has had experience with
Panasonic analogs.

Next, you take a 5-day course that covers the phone systems and voice
processors, pass the final exam, and sign a contract agreeing to many
silly things. For example, you must agree to have a laptop PC for
programming. Apparently, if you use a desktop or palmtop PC, you lose
your dealer certification <G>.

There is some ambiguity with regard to being a certified dealer vs. a
certified technician.

It seems that a certified dealer is a company or a person that employs a
certified technician (and the dealer and the technician can be the same
person). A dealer can lose certification for many reasons, but the only
way for a technician to lose certification is if Panasonic learns that
he or she cheated on the certification final exam (which was an open
book test when I took it years ago.)

Outside the US, I assume the local Panasonic branch or authorized
importer would set the standards.
