I assumed this was normal for either the Pano or
Dmitry tool.  Even -1 uploads.  Unplug/plug the sets
or power down/up seems to send the new config to the
sets for the LAMPS. Everything else works immediately
on upload. 

  Also, pressing the "dumbed" button, or system
activity with the associated CO/EXT, seems to bring it
back to life too. 

  Dual cab systems can be strange too, we have had a
feature or button "dissappear" at a set during the
day, and next morning work just fine.  The 1:00 AM
resync seems to catch "lost" features.  (one of those
twice a year type service calls)
