Larry,
Have you considered replacing your standard position wing tip bulb with one of 
the new LED types that works as a strobe or constant light?
Aircraft Spruce has them for approx. $25 and might be a cheap solution.
I bought one to try out and it works great.
I just need to figure out how to get my wingtip lense covers off Without 
breaking them.
AS part number is 11-11374   (5W-A-1513)
