By looking at the undercamber of the wing and the design of the lift strut 
attachment, that is a Pietenpol Air Camper in the photo and that is a 
Johnson-style airspeed indicator... and a crude one at that.  Plans for making 
those are available on the internet, although they are quite easy to make.

They really do work at lower airspeeds, although obviously not on cantilevered 
wings.
