By looking at the undercamber of the wing and the design of the lift strut attachment, that is a Pietenpol Air Camper in the photo and that is a Johnson-style airspeed indicator... and a crude one at that. Plans for making those are available on the internet, although they are quite easy to make. There's a kit available on Keri-Ann Price's website, here: https://sites.google.com/site/pietenpolplanpackages/pietenpol-plan-packages/suppemental-plan-packages They really do work at lower airspeeds, although obviously not on cantilevered wings.
