The elevator should be balanced (the same weight, neutral when unloaded), 
but the rudder is less critical and really doesn't have to be balanced at 
all.  In fact, there are plenty of KRs flying without balanced elevators, 
including Troy Petteway, who can significantly surpass 220 mph.  Mine is 
balanced, and I've seen 245 in a dive once and lived to tell about it.  I do 
230 routinely with no problems.  Mine is slightly over-balanced, as I've 
been planning on painting the elevator for 1055 hours, but haven't managed 
to find the time...
