I volunteered to RR a long time ago  to update the CAD drawings (there is a 
set done in CAD, but never published) and keep them updated on a monthly 
basis as errors or changes were implemented.  I was never given the CAD 
drawings to update.  I'm working 12 hour days for the next two years, 
probably, so it can't be me that does it.  I'd think there'd be at least one 
lawyer on your back if you did that anyway.  Not much point in doing it if 
the originals are available for free on the web anyway, or for something 
like $10 on a CD of 50 sets of pirated plans from some Russian guy on ebay! 
If NVaero gets permission to sell plans again, folks ought to buy them from 
NVaero, but right now I don't see how you buy a set of plans, which makes 
building a KR rather difficult, or even maintaining one that you bought from 
somewhere already under construction.  I'm sure Steve will chime in on that 
when California wakes up.
