Pete, Why not use a dowel rod with the copper tape covering it. You could also do as I did which was to use a piece if 1/8" x 1" poplar with the copper tape applied to it. If you just have to have a fiberglass shaft, go to the local sporting goods store and buy a fishing arrow. They are made of fiberglass because they are heavier and penetrate water better.
