I would suggest that you drill your drain holes before powder coating. If you do it after, two issues will come up. A) You will have exposed metal in the holes that may rust; b) you may chip the powder coating with the resultant exposed (rust-able) metal exposed also.
You may want to consider a "conversion" coating on the ID and drill the weep holes before powder coating. Your powder coater (even if it's you in the household oven [understanding wife... wink, wink]) can block the holes so that they stay open and allow drainage.
