Not necessarily but use the ribs and save the weight of the extra
glass and resin.  Using the ribs will help insure a true surface
when sanding.

As to the wing attach fitting bolts,  there is probably a recommended
torque value for that size bolt but good and tight seems to work
for me.  On the bolts through fittings to the spar, don't crush the
wood.
