Vortex generators, if located in the correct position will not decrease
the cruise speed.  for most airfols the vortex generators are placed far
enough back on the chord that the boundary layer is already turbulent and
it will energize the boundary layer by mixing high energy air from
outside the boundary layer into the boundary layer, when this happens the
length of attached flow is extended further aft on the airfoil and the
drag is reducedbecause of reduced seperation drag, even in cruise.  On a
laminar flow airfoil like the new KR airfoil you would want to place the
vortex generators near the transition point to avoid increased drag from
the vortex generators.
