Vortex generators are just that.......they generate vortex turblance.....on any aerodynamic surface... True they will lower stall speed when used on wings but at a sacrafice of TOP speed. Of course you can increase your CRUISE speed by pushing it up a little closer to your reduced TOP speed. But your CRUISE RPM will have to go up some to maintain the same cruise SPEED.... There ain't no such thing as a free lunch and the laws of aerodynamics are consistent.....
Personally.......If I wanted to go slower, I would build a slower airplane instead of glueing little pieces of plastic all over a good looking one...... my two cents worth for what it is worth..02 cents......
