I have found that most people at the FAA are just like the regulatory people in the ship building industry that I deal with at work all the time. You never want to ask them for an interpretation of a regulation that is not 100% clear. They will always give you the more restrictive intrepretation of the rule. The best way is to state your interpration and ask if they concur. Obviously if this is something that you need backed up later you need to ask in writing and get back a response in writing.
