Do alternators all have regulators built in?
Do I need a primer with side flow carburetor?

Of the three engines and 3 types of carburetors that I have tried on my KR, 
I have never used a primer.  I have used the Posa and the Revflow.  Both 
instructions say to turn on the fuel for a few seconds so that fuel runs 
into the intake manifold and then start the engine.  If the engine has sat 
for a really long time, it usually takes a few more blades before the engine 
fires.  I would say no need for a primer.
As for the regulator issue, What I did was to take my alternator to a 
knowledgeable parts man and ask what kind it was, and what type car's it 
went into.  From there you can ask about the regulator.  Next I went to the 
library and got a book on that car and got a copy of the wiring diagram.  I 
actually mated a 75 Honda Civic alternator to an early Ford regulator.  I 
even used the idiot light circuit.  Most alternators are essentially  built 
with the same components.  Some times they have slightly different names. 
All you have to do is to match the part with the correct name and you can 
make it work.
