Don't bet on it. The SPA rules state NO retractable gear and NO in-flight adjustable prop, No allowance for max. speeds below the limit. That's what's written and that's the way the FAA will enforce it, unless and until a revision goes thru or an Advisory Circular clarifies the rules. Allen G.
