You might consider getting the KR1-B motorglider plans and building the wings a bit shorter to get the stall speed you're looking for. As the builder you could assign a Vne of whatever is required on the max speed. This may or may not fly with the Fed's but it being a single place, how are they going to prove your numbers are not right? I wouldn't let anyone other then me, the builder, fly it for "liability" reasons. Larry Flesner
