Grind off all of that old foam and glass that was between the lower rudder and the lower tail post. Bond a new tail post right to what's left of the old one. When you remount your rudder hinge use bolts long enough to go all the way though both the new spar and the old spar and add a couple of though bolts with large area washers at the top of the old spar. If you really wanted to beef if up you could add a plywood doubler to each side of the fuselage with a nice chaffer on the leading edge. After you reinstall you H/S and repaint no one will ever notice that it's there. Chris Theroux Gilbert, AZ
