Why would it not be aligned to the chord line of the stub wing?

The inboard rib should have been aligned to the cockpit sill. 3.5 degrees

incidence for the 2, I don't know what it was on the 1. You should be able

to align the outboard tip to the sill also, as long as you are sure the

inboard was done per plans.
