You don't need ram air for carb heat, but you do want some pressure to move the air through for cabin heat.
I am currently using a single heat muff for both cabin and carb heat. It's not a great setup, but it seems to work OK. It is so dry here that I rarely need carb heat, so I can't really say whether the carb heat is adequate or not for a moist area.
