Someone mentioned click bond nut plates earlier...I love them...I call them out on dispositions whenever replacing the rivets is impractical. The rubber plugs are intended to hold the proper pressure while the adhesive cures...works great on sheet metal...then pulled out. Click bonds are expensive...no reason you can't do the same thing with regular nutplates. The rubber plug has the same consistency as rubber fishing worms...I have been wanting to try to find rubber fishing worms that would fit.
