I'm sorry if my suggestion is out of place - but wouldn't it be best if we just got a site up and running that was multi-lingual and then worry about the design issues? I've had this very discussion hundreds of times over my years in web development and always found that getting something up and running allows for easier editing and customization than discussing things back and forth pre-release.
Ironically I just had this talk with some librarians yesterday - the fact is that all the things we think are so bad pre-release end up becoming less important once the site is out - there are always bigger bugs/fixes to focus on then.
