I have a similar issue that I filed under 427920, I did not find this one.
I am using AMD but do not have VRR options available at all. This also affects
video, but is not limited to it, seems to affect most things that try to go
fullscreen (most steam games have this issue too).
For me, this is an issue with Desktop Effects and is resolved if I turn off the
'Maximize' effect specifically.
