With the KMix 16.08.3 (KF5) it is possible to set the step by
1) Stop kmix: kquitapp5 kmix
2) Set the step to 1%: kwriteconfig5 --file kmixrc --group Global --key
VolumePercentageStep 1.0
3) Restart the kmix with the command: kmix
