Not fixed in 6.1.3. After rebooting the issue reappeared, no amount of changing
options allows the top bar to extend into the left corner where the left panel
has reserved space.
It is possible this is a kind of race condition where the top panel could
reserve space before the left panel allowing it to act as I would expect
allowing the top bar to fill the full screen width. Other times (and it seems
more consistently) the left bar is reserving space first meaning the top bar
gets offset to the right and cannot overlap this space.
