Another workaround is to open krunner (alt + space by default) and run:

    kquitapp5 plasmashell ; /usr/bin/plasmashell --shut-up

After the first time krunner will remember the command, so you just need to
start typing it. This also seems to suggest that if plasma is started it will
detect the monitors and choose where to put the panels correctly. It's just not
recomputed correctly after a change at runtime. Or maybe it get confused by the
monitor being removed, but the virtual is not changed immediately (see xrandr
-q output example in comment 3 in bug #310168 ).
