The missing dependency is added now in RPMFusion.

This seems to be a problem specific to gnome 3, as for example in cinnamon
which also uses gtk3, the problem does not exist.
But if I try VLC (that also uses QT, AFAIK), and when I open the same dialogue,
it is completely translated with my configuration. So kaffeine seems to do
something different than VLC there, maybe one could analyze what VLC makes
better in this regard.
