I am also having this issue.

Nvidia RTX A1000 with driver 570.124.04 (although it started happening months
ago on older drivers) 

It only happens with my external monitor connected, after the display has
turned off (note - I don't believe it is true sleep as that is disabled). My
external monitor is 3440x1440, 144 Hz, with adaptive sync, color profiles, and
HDR disabled. Color accuracy is set to "Prefer efficiency" and the monitor is
connected to the Nvidia GPU via USB-C --> Lenovo Dock --> Display Port on
monitor. 

As mentioned above, logging out and back in, unplugging the cable and
re-plugging, or kwin_wayland --replace all drop the memory back down to base
consumption. Also as mentioned above, moving the mouse does seem to spike CPU
usage.
