I was able to create a
    /usr/lib/systemd/system.conf.d/70-Enable-Memory-accounting.conf
file containing:
    [Manager]
    DefaultMemoryAccounting=yes
That overrode the setting in 20-defaults-SUSE.conf

As far as I can tell, all OK on my test system
