I know that for memory limits to work, the MemoryHigh=512MB in the unit file, memory accounting needs to be enabled. It looks as if Tumbleweed has it disabled in: /usr/lib/systemd/system.conf.d/20-defaults-SUSE.conf This disables by default, I'm not sure that implies the setting can be overridden (and where).
