Hi, I use fence regularly, sometimes with core features sometimes with plugins I developped. It is not 100% stable (for ex. it is supposed to contain one single rectangle but you can rename a layer containing anything to Fence - I have already use this hack to get what I wanted), but I don't think it is too harmful.
Not sure we can put all cursor tools in edit toolbox : fence, info tool, measure tool, and what about plugins ? Do you mean that cursor tools must be available at the same place for the end user or that it must be organized in the source code ? Did not catch the issue.
