Hi,

Fence seems to a special layer which can be used for limiting some operations 
into a BBOX. There is a fence tool in to main manu (box).  You can select 
features which intersect fence, you can show coordinates of vertices inside the 
fence and drawing tool "Snap vertices into selected vertex" is using fence (two 
phase drawing, fence selects vertices which will be processed, click selects 
the vertex which will remain after the operation).  There may be other uses for 
the fence. I guess that searching "fence" from OJ properties might find them.

Myself I have not used fence very often. Now when I tried how it behaves I 
found some oddities. For example I could once draw a fence as a polygon even I 
suppose it has meant to be box always.  In one project window the fence tool 
stopped working totally and it does not draw anything for me. And in one 
project I have a red phantom drawing line that that stays on the screen even I 
canceled drawing with Draw polygon tool and I can't get rid of it. It may be 
that the recent changes with keyboard shortcuts have introduced some side 
effects here and there and we have not yet found them all.
