Thinking about this some more - if the Move Vertex tool was add to the 
Shift key as a quasi-mode of the Insert Vertex tool, this would give 
behaviour equivalent to Google Maps vertex editing  (only better, of 
course, because it's in JUMP  8^)

One thing that would be slick is to visualize the new vertex that would 
be added by the Insert Vertex tool (ie display a small vertex box on the 
line segment which it would be added to).  Even cooler would be to 
display the actual coordinates of the candiate vertex somewhere (in the 
Edit Toolbox panel perhaps?)
