Actually what I was thinking of is the little "mid-segment ghost 
vertices" which appear when the cursor is over a line segment in GM edit 
mode.  Dragging one of these vertices "materializes" it to become an 
actual vertex of the linestring.  Perhaps this could be a new Line Edit 
tool (a la the Add Vertex tool), or it could perhaps be a quasi-mode 
tool on the current editing tools.  I think the key is to have one tool 
which can both insert vertices and reposition them (I think this 
indicates that a new tool is required - or perhaps it becomes a new mode 
of the Add Vertex or the Move Vertex tools?
