Review Comment:
   Pardon me, if we change `L666` to `maybeReconcile(false)`
   It will break the rest of  assertions, such as `memberState` `(L671)`, 
`membershipManager.currentAssignment().partitions` `(L685)`
   and `membershipManager.topicsAwaitingReconciliation()` `(L686)`.
   
   This test case asserts that the assignment will be applied, so I'm not sure 
if we could change to  `maybeReconcile(false)` 🤔
