   Additionally, KIP-896 has explicitly defined version 2.1 as the baseline 
version. Based on this, it is reasonable to require users to first upgrade from 
version [ 0.7 ~ 2.0 ] to version [ 2.1 ~ 3.9 ], and then proceed to version 4.0.
   If each module has its own different baseline, I believe it will cause 
maintenance and development difficulties, similar to the situation where each 
module has its own supported Java version.
