Your use case does not seem very simple and it is definitely not within the scope of core Jenkins. However, if there were functionality to accomplish what you want within Jenkins or a plugin, it sounds like it would benefit multiple people. Since Jenkins is Free and Open Source software, you have complete freedom to hire someone to implement what you want or do it yourself, helping others in the process. If some feature doesn't exist, it's because no one has implemented it yet.
