   The idea behind ORANGE was that the state of the collection is critically 
degraded - and even though 2/10 replicas are still up, and things are still 
kind of working (so the house is not on fire yet) the functionality is 
seriously impacted - after all, you wanted 10 replicas to be up for some 
reasons, right?
   
   IMHO at this stage you either don't care and filter out the alerts :) or you 
better start paying attention, because it likely went from YELLOW to ORANGE, 
which indicates that the situation is deteriorating.
   
   Setting RED_LEVEL = 0.0f doesn't make much sense IMHO, because then by 
definition you also have no leader.
