Many projects (I can name debian and gnome) have a "contribute" section,
and a todo list. The better way to begin is probably contact some other
developer and ask, or ask a LUG. I don't know if there is a centralized
site where to look - I think I saw one once, but I don't remember the url.
There is also something on www.gnu.org, but I think it's a "wanted" list
for software, not for developers. 

An easy way to begin could be, for example, fixing bugs for debian, ir
maintaining a package (info on www.debian.org/devel). You'll have to find
a debian developer to introduce you, but that should not be difficult
(browsing the debian developers list - on the site - I found at least one
familiar name :-)
