I'm not going to answer the second. However, if I personally hurt someone,
you could sue ME. I think that, in the case of monopolistic practices, the
fines should be applied *equally* to the corporations AND their officers.
I realize paying billions of dollar fines personally wouldn't faze Gates,
but it would make much of his board reconsider. :)

No, in terms of liability. In a partnership or sole proprietorship, the
individuals who form the company are personally liable for everything
(debt, profit, bad stunts they pull, etc.)
