Review comment:
I still think one stage is represented in class name (consider the two
keywords `Trigger` and `Decline` in `checkpoint` package). However, another
stage is just represented in the code. It is not a good design.
Considering in step T3, we would bring the failure processing about the
execution of checkpoint into JM side.
I think good design is that after we view a package of a module, we can
learn about its general structure.
