Custom cant be used easily in TomEE cause CXF encapsulates too much the
ProviderFactory instantiation from the server factory but tomee had a custom
strategy - using classloaders for sorting. Issue is the sorting applied after
"breaks" it - not the exact right word but you get the idea.
