Hi,

I've decided to re-propose the CoC RFC.

Is it a violation of the RFC rules to skip step 1 ("Email internals@lists.php.net to measure
reaction to your intended proposal") and go straight to step 3 ("Create the RFC") ?

   <https://wiki.php.net/rfc/howto>

At the very least, it seems like an initial email needs to be sent before
putting the RFC on the wiki.

The howto isn't really a set of rules, more guidelines on how to do an RFC. The actual hard rules as such are contained in the voting and release process RFCs, among others.

It's not uncommon for people to propose RFCs without a prior mailing list dicussion.

Thanks.
