This reverts commit df984ad4f5e4e53e3f8bdafc7d620fd8112a121c.
PHP 7 would be a good time to cut the ties between the PHP core
and PEAR. Why not get rid of it completely?
Because a lot of sites still use it, and you haven't provided an alternative
which allows modules be to added/updated/deleted through a Control Panel.
