Something like Wikipedia's "Create a Book" feature perhaps? [1] That can be set up on any MediaWiki install with the right extensions. [2]
It looks like DokuWiki (which I think wiki.php.net is running?) has a similar plugin. [3] No idea if it's any good, but it looks like it's reasonably actively maintained.
