Our documentation guy is currently favoring markdown as an initial format which is able to express everything currently in the spec, and he's planning to build some rendering scripts that'll be able to produce other formats from it if we want to swap later. The plan at the moment is to put it at https://github.com/phplang/php-spec with a CC0 license (public domain) and give push karma to those who currently have ZendEngine karma. This lets us react quickly to PRs in this early part of the draft, while tying "ownership" of the language to those who have been writing it.
