What about a) an "ICU" prefix?
I don't think it's better than intl_, having disadvantage of referring to particular library rather than function (like glibc_file_get_contents instead of file_get_contents).
b) daring the leap and use namespaces, making it 5.3+ only (I know, that wasn't the plan, but maybe it would be a good idea)
